This change adds the executable permission to command-resolve.bash so that it can be run via asdf 0.16.0's asdf cmd syntax.

Example use:
asdf cmd nodejs resolve.bash --latest-available lts

Might want to also remove the .bash extension so the command becomes asdf cmd nodejs resolve ....
