[WIP] Add authorization for Develop app and relevant UIs

Thanks for asking me to work on this. I will get started on it and keep this PR's description up to date as I form a plan and make progress.

Create a issue for this with the Feature template

Authorization for the Develop app & Other relevant UIs
App should only rely on an API response that tells whether a certain feature is enabled or not. We might need further metadata for Cloud to flag premium beta features.
This API should internally resolve the authorization level, subscription tier level, etc.
