docs(perps): align health and radar access

Changes

• Document account health and market radar under the existing Perps MCP feature reference, including their distinct inputs, bounds, shared-sample behavior, and separate tools:execute authorization.
• Keep the Gina listed plugin unchanged at 31 reads, 15 Perps reads, /ai/gina/mcp, and tools:read. Neither health nor radar is a Gina read.
• Pin backend compatibility to ea8c56a0b065ea44cde89d05567999f976c61071 without changing the catalog digest or eval identity. Correct the README's stale 30-tool count.
• Remove copied release/source literals from the contract test while retaining endpoint/scope and computed-digest checks.

This supersedes the approach in #82. After #84, current main already has the correct Gina catalog; the proposed health/radar catalog expansion in #82 should not land. This PR creates no new plugin and changes no endpoint, skill, eval, dependency, or runtime tool implementation.

• Built-package smoke against the exact backend client vocabulary: 31 reads, 15 Perps reads, 32 connected names, identical name/family mapping, health/radar excluded, unchanged endpoint/scope/digest.
• bun run test: 32 files, 344 tests passed; quality checks included.
• bun run typecheck passed.
• bun run check:target-conformance: 231/231 passed.
• node --test tools/docs/check.test.mjs: 7 passed.
• node tools/docs/check.mjs --external: 61 pages validated. The checker reports its existing Perplexity help-center URL as requiring browser verification due to HTTP 403.
• bun run verify:artifacts, bun run smoke:install, and bun run check:public-boundary passed from the clean commit.
• bun run audit: no vulnerabilities found in 546 packages.

No live MCP/provider requests, measured model evals, or production deployment verification were performed.
