fix: workflows-observability app local run and package compatible

Changelog

• Made the input ingestion from frontend by the backend convention, so as for same retrieval of args as package does
• The backend can now accept atlan_api_key and atlan_base_url optionaly from workflow args as well, as packages do not yet have a way to take them via env (feat is WIP, current decision discussed with onkar)
