This PR adds

  1. a check for broken links in the documentation. Its checks if every mentioned URL is reachable:

Add extension sphinx.ext.imgconverter:
bbec62e 
This extension allows conversion of .svg files into .png files. This is
espacially important when building LaTeX docs with `make latexpdf` since
vanilla LaTeX cannot treat .svg files. Several of our badges are of type
svg.
