Increases the coverage-guided fuzz budget from 30s → 45s for both fuzz targets in the nightly workflow.

This should significantly reduce the 'context deadline exceeded' flakes we see on FuzzRecommendationEngine.

Closing: the fuzz timeout flake occurred once in 3 runs, which is thin evidence. Increasing 30s to 45s just moves the boundary without fixing the root cause (slow fuzz iterations). If it recurs, we should investigate why individual iterations are slow rather than adding padding.
