Why this should be merged
It shouldn't. This is meant to be used as a reference for how ACP-224 can be implement. It must be broken down into consumable pieces for reviews and merging.
How this works
ACP224FeeManagerprecompile.ACP224FeeManagerprecompile into the ACP-176 logic to allow for admins to control fee configurations.How this was tested
Minimal unit tests added so far. E2E should be required in future iterations as well.
