Summary

add HtmlCompositionForm for building HTML with resource blocks
integrate new composition step into dedicated HTML inscription page
allow ResourceInscriptionWizard to accept initial HTML content
update wizard container and unit test

Testing

npm test (fails: 44 fail, 38 errors)
