Register mwaaserverless in the aws_services list and regenerate Prow jobs, labels, and related config via `make prow-gen`. Adds CI/CD for the new mwaaserverless-controller repository (Amazon MWAA Serverless). Mirrors prior service onboarding pattern (s3vectors aws-controllers-k8s#958, s3tables aws-controllers-k8s#946).
