What does this PR do / Why do we need it?:
Right now CNI is dependent on config

ManageForeignRoutes=no
ManageForeignRoutingPolicyRules=no

But by creating routes with proto kernel we can avoid cleanup from systemd. Thus eliminating dependency from this config, making cni resilient.
