chore: release preparation changes

Description of changes:

• Add missing workflows
• Add README
• Update .csproj files with relevant tags
• Add SourceLink
• Add API reference doc site
• Remove THIRD_PARTY_NOTICE since it is not needed. We only need it if we are packaging third part code, not if we have NuGet references
