Description of changes
Reverting this commit as we now support bundler 4.0.0
This code also changes the referenced Windows executable to be
bundle.batinstead ofbundler.bat. This is becausebundler.batis actually incorrect, and causes issues with thebundle cli_helpcommand (which relies on a hardcoded 'bundle'). Although this might be fixed in a futurerubygemsrelease, it is probably better have the proper name.By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.
