Issue #, if available:
Install Atari env. In this way, RL practitioners will not have to create their own custom containers for trying out their algorithms on Atari: https://gym.openai.com/envs/

Description of changes:
I changed the pip install gym to pip install 'gym[atari]'

@jesterhazy I can't find why the codebuild fails. It looks like all the requirements were installed successfully

@pm3310 yes, it looks like there is an issue in our integration test setup that isn't related to this PR. we'll look into this and post an update here.
