Description of changes: Updated serialize.py to handle boolean headers as lower case rather than capitalized.

Hi, Transcribe engineer here. I believe this isn't necessary since our backend accepts both True and true as the boolean value. Eg in #99 I used boolean headers for language ID and the integration tests passed. #63 seems like a different issue- I'll comment there separately
