Tried setting RUSTFLAGS="--cfg tokio_unstable" (a few different ways), and it didn't fix the tokio test. I'll look at it a bit more on Monday. We might be fine to just build tokio with full

Edit: Talked to the team and we are just going to test tokio with the full feature, I'll make the change.

Fell off our radar, we'll have someone look this week hopefully (spoke with Landon about it yesterday and there is some CI issue to investigate was last status update).
