Enable workflow to
yarn linkplugins from harmonix project to private Backstage implementation. This is accomplished by adding theplugins,plugins-testandplugins-cleantargets to the root Makefile.Motivation
The current set of Makefile targets depend on a deployed instance of Backstage and do not allow only a single plugin to be worked on. These changes allow the collection or single plugin to be under development.
