New folder for network secured standard agent set-up. Copied old files. New changes to make * pna disabled * PEs * VM

Currently not using the main-accountcreate and main-projectcreate instead (and updated README) deploying main-create and main-project-caphost-create.bicep. BUT need to ask - is it ok that the two role assignments in second bicep are not in the same scope?
