Per maintenance spec 2026-07-22: group ALL github-actions updates into one weekly Dependabot PR (version-coupled pins like github/codeql-action init+analyze went structurally red when bumped individually, see #123: 'Loaded a configuration file for version 4.37.0, but running version 4.37.3'). Labels dependencies/github-actions/python now exist in the repo (created earlier today; dependabot.yml referenced them but they were missing, causing the weekly label error on every PR).
Supersedes #124 (narrower codeql-only group) with the exact agreed config.
