Picto Shuffle POC

Proof of Concept for a "pictograph" shuffle, where taking a picto of an actor gives a check.

I'm not sure if I will see this through to completion.

Todo:

• Finish adding currently implemented actors to all of their regions
• Add remaining actors
• Fine-tune each actor's validate parameters
• Extend better picto message for these checks, or otherwise provide some UI for successful pictures
• Could add the vanilla pictos as RIs so this PR doesn't just add checks. IE, picture of tingle gives junk, and a random chest gives a "picture of tingle" that can be shown to tourism guy.
• Could add a check for checking every picto
