I found the Windows workflow and custom vcpkg triplet at the pinned revision. The triplet keeps libsndfile and the CRT dynamic while making other libraries static, but I could not establish the actual vcpkg baseline used by that build.
Is the relevant vcpkg commit/baseline, ports and patches, exact static-dependency source versions, or original build log available? A corresponding-source/build companion or pointers to the historical inputs would help avoid substituting current ports for the versions that produced this DLL.
