WARNINGS.md is autogenerated, you'd need to edit warn/docs/warnings.textproto and re-generate the file (the failing test will tell you the command to run: bazel build //warn/docs:warnings_docs && cp bazel-bin/warn/docs/WARNINGS.md .).
