ORV2-2624 - FE: Permission Matrix in Active and Expired Permits tab

Description

update PermitRowOptions component to handle both IDIR and BCeID users, remove IDIRPermitSearchRowActions component, implement permissions matrix check for relevant components

Fixes #ORV2-2624
