OVR2-4549 - Global Search with or without hyphens and whitespace.

Description

As staff I need to be able to search for CV Clients and permits either including or omitting the hyphen and spaces in the search parameter so that I do not have to input the hyphens in the correct number and order.

Update Locations:

1. Permit Number
2. Plate Number
3. Client Number
