ORV2-5060: Add return trip to frontend

• Add return trip flag to frontend components and pages

How Has This Been Tested?

Please describe the tests that you ran to verify your changes. Provide instructions so we can reproduce. Please also list any relevant details for your test configuration

• Create/edit an STOS application/permit, and observe that under the "Trip Details" section, there is now a return trip area where the user can toggle between "one way" or "return trip".
• When the application/permit has been created/saved, and user proceeds to the review/confirm page, observe that under the "Trip Details" section, if they selected "return trip" on the previous page, then it will appear there.
