feat: Add new fusion mode: safe smart account mode

• With the safe-smart-account mode, Gnosis Safe accounts can now be used as master accounts in the fusion flow instead of EOA's.
• The important requirement is: the safe account with the same address should be deployed on all the chains involved in a given SuperTxn. All of those accs should be able able to validate the Safe Txn signed with the same set of signers.
• The pull (trigger) action is a Safe Txn that transfers/approves funds from a Safe account on the origin chain.
