Toolchain update/modernization

PR does a full modernization of the development toolchain.

• Packages migrated to ES modules.
• Packages updated to use esbuild to compile to cjs/esm -- enabling support for both module types.
• Typescript updated to latest for all packages.
• Eslint re-added with my standard strict linting config as the base.
