Updates the modoption name, to "season 3 balance test" and a more descriptive text. Description mentions that full changelist available from a newspost, so either a newspost must be made when this goes live or the description changed!
Changes to the earlier balance test version:
t2 factories buildcost 1.3x -> 1.5x, -300m -> 400m. Except t2 corveh, which gets only -300m (this matches the metalcost to other land t2 factories)
