Dependabot bumped dbup-sqlserver 6.0.16 -> 7.2.0 and updated only src/Lottery.Infrastructure/packages.lock.json. The Lottery.Api and Lottery.Infrastructure.Tests projects carry dbup-sqlserver transitively and their lock files still pinned the old graph (dbup-core 6.0.15, Microsoft.Data.SqlClient 5.2.2), so `dotnet restore --locked-mode` failed. Update the dbup-sqlserver and dbup-core nodes in both lock files to match 7.2.0 (dbup-core 6.1.1) so locked-mode restore succeeds.

Recreates Dependabot PR #84's bump plus the lock-file fix it was missing. Dependabot updated only Directory.Packages.props and Lottery.Infrastructure's lock file; Lottery.Api and Lottery.Infrastructure.Tests also carry dbup-sqlserver transitively and their lock files still pinned the old graph (dbup-core 6.0.15), so `dotnet restore --locked-mode` failed. This updates all four affected files (props + the three lock files) to dbup-sqlserver 7.2.0 / dbup-core 6.1.1.
