Thanks @danimo - I think the only thing missing is a data migration to prepopulate the setting for the existing 'greenlight' tenant and all other tenants (See https://github.com/bigbluebutton/greenlight/blob/master/db/data/20250130160334_add_sign_in_on_room_join_to_site_settings.rb)
