Refactor scripts (seqpro, seqpro_mf) and supporting classes into qp-klp #335
Description
The scripts in the scripts directory are ONLY used by the SPP, and much of the code that they use from e.g. the prep and counts modules is ONLY used by these scripts. While there is a little metapool involvement, it is for things like reading in a sample sheet or looking up sequencer type info, which is mostly already available to the SPP and can be made available to it if not. I think it would make sense to get this stuff out of metapool and into qp-klp.
