[PM-29928] Fix biometrics status check when native messaging permission is missing

📔 Objective

A constant stream of warnings were occuring on the account settings page of the browser extension when native messaging permissions were not enabled.

Added a check to skip querying for biometrics status when native messaging permissions are needed and increased the interval of the polling.
