docs(replay): document current capture boundaries

Summary

• document route-epoch/frame-provenance behavior as an intended invariant rather than a production-accepted guarantee
• record the currently known gaps for rapid/nested modals, automatic navigation, and playback tap-coordinate drift
• correct production semantic-map policy: maps may be built locally for tap resolution but are emitted only during exploration
• bump Tugboat from 0.4.10 to 0.4.11 as required by the repository version gate
