feat(bens): restart subgraph scripts and update prod.json

[sevenzing]

added two bash files:

• restart-subgraph.sh -- actually performs restarting of all stuck subgraphs
• initial-cron-restart-subgraph.sh -- initialize cron job and creates restart-subgraph.sh script. decided to simply copy paste content of file. because dont want to create dependency from one file to another. we wont update it that often, so it's okay

update prod.json with actual version in deployment-values
