Allows for Angelopolis seed name to be overridden, such that LA can set the new environment variable to Los Angeles when testing locally and can just run the staging seed without having to update the seed file every time.
How Can This Be Tested/Reviewed?
Set the new env variable to Los Angeles, and then set the public site jurisdiction to Los Angeles and ensure the public site starts locally and show the two listings we expect are the same for Angelopolis.
