Map: Add guide arrows to off screen Points of Interest

• Points of interest that are off-screen now display a guide arrow pointing toward their direction;
• Added guide arrows for off-screen Vehicle and Home markers;
• Tooltips on the arrows show the POI name and distance;
• Clicking an arrow centers the map on the corresponding item;
• Added a generic target follower/marker to support tracking a second vehicle in the near future;
• Map options allow disabling POI, vehicle, and home pointers;
