Update UI for new stats

Summary

Updates Ozone analytics to use the expanded report lifecycle statistics.

• adds closed and acknowledged report outcomes
• shows label, tag, and takedown action breakdowns
• displays average handling and resolution times
• calculates historical handling and resolution averages from duration sums and sample counts
• uses the latest pending snapshot instead of summing pending values across a date range
• adds closed and acknowledged historical chart series
• adds navigation from aggregate analytics to the detail view

Dependency

This PR must follow bluesky-social/atproto#5362. That PR needs to merge, its updated @atproto/api package needs to be published, and this repository needs to adopt that package version before this frontend PR is ready to merge.

Testing

• TypeScript compatibility is currently gated on a published or locally linked @atproto/api containing the corresponding Lexicon fields.
• Frontend build and type-check should be rerun after updating that dependency.
