Update sdp helm chart to deploy to custom namespace and misc cleanup

This PR contains the following changes

• Functionality to deploy chart in a custom namespace
• Change Jenkins init script so it will run with minimal installed plugins
• There is a patch file that is needed to run upstream sonarqube 6.7 docker container as non-root. Make this functionality configurable by providing field "patch" in the sonaqube values.yaml.
