Tests for boson-project#26 are failing. Following https://stackoverflow.com/questions/77213053/why-did-flask-start-failing-with-importerror-cannot-import-name-url-quote-fr this should address the dependency issues.

Removing python 3.7 as it went EOL upstream on June 27, 2023, Python 3.7 will reach its end-of-life.
Adding python 3.11 and 3.12 to the test platform.
