Adds tests for all the VCS runner logic, but only for different runners where there are differences. I.e., the
vcs-runnergetRepoListmethod is only tested in the github runner test. And then there are also separate tests for the azuregetRepoListmethod, which is rewritten.The only thing covered in every runner is
convertReposandaggregateCommitContributors.
