Adds RateLimitException for 429 errors, passing the timestamp when the counter resets to the error.
Bumps version to 0.0.4.
I've run this code in production for nearly three months on my previous branch (rl), but wasn't able to add tests to the gem because I couldn't get the test suite to load in the first place. Sorry!
