Refactor Import Callset/Validate Callset

I think a third intermediate task would be useful to handle callset post processing (split_multi/VETS/SV re-key/ filtering alleles) that doesn't fit will with the two current tasks. We can also output metrics to the metadata (how many invalid sites were removed).
