add checks to see if a users
namebegins with!...and if so, skip over that user during redirects, and dull the color of their page on the homepage with the intention of using this mark to indicate a page which is not in compliance with ring rules for any reason (mainly, broken/missing navigation links).so far, no users have names which begin with ! so this is chosen as a neutral character, but this can easily be altered or it can be moved to the url, for example. we could even give inactive users a special attribute
"inactive": true(which would benullfor all active users)this should allow us to retain the stability of the ring immediately after discovering a break, while allowing us to give the webmaster due time to add the navigation links without needing to remove them.
