Allow specifying static platform information for RBE services that require Command and/or Action resource to have it.

Our RBE service requires that
Commandresource contain platform information. The contents of the information isn't important; it just requiresCommand.platformbe non-nil.This change adds a configuration setting to specify optional, static platform information to attach to these resources.
