New settings around logs: #756 #761 (@moskyb)

• You can now set the format of logs using the log-format config option, which supports logfmt (the default), and json
• You can now set log level using the log-level config option
• The default log format has changed a little in this version as a result of switching logging libraries

Fixed

• A bug where if there were more than 1000 jobs to reserve, reservations would fail #760 (@moskyb)
• When setting env vars, update existing rather than appending #758 (@DrJosh9000)
