adds quantakrypto/pqc-tools (Apache-2.0). it generates a CycloneDX CBOM and scans code and deps for quantum-vulnerable crypto with NIST post-quantum migration guidence. dropped it right after IBM/CBOM since it lives in the same cryptography BOM space.
