Adds NuGate under Dependency intelligence, next to safe-chain: it's the NuGet-side equivalent of a package cooldown — fails the build (locally or in CI) when a resolved direct or transitive package is younger than a configurable age, with allowlists for exceptions. Apache-2.0, no proxy/server/telemetry. Entry follows the list's link-text description format.
