Adds linebreak-gate: a fail-closed CI gate for AI-written code. It blocks PRs carrying known CVEs (OSV scan) and enforces acceptance criteria a named human approved, served read-only to coding agents (Claude Code, Cursor, Codex) over MCP. Git-only: no server, no account, works on a bare clone. Apache-2.0, on PyPI as
