You'll need to do this:

gem install --no-rdoc --no-ri \
        crack \
        curb \
        dm-core \
        dm-migrations \
        dm-postgres-adapter \
        dm-mysql-adapter \
        dm-sqlite-adapter \
        fastercsv \
        json \
        shotgun \
        sinatra \
        thin \
        transparency_data \

Install postgresql, start the server and then:
    sudo -u postgres createuser -P -d -l -s buyyourvalues
    # Password is buyyourvalues
    sudo -u postgres createdb buyyourvalues
