Introduces a request broker layer that classifies GitHub API rate limits, caches fresh responses, and provides a unified HTTP client for metadata collection scripts.
Adds pattern-packs (grouped vuln pattern sets) and research-radar (watchlist intelligence) references. Updates resolve_source_path for broader ecosystem coverage and syncs candidate-list contract.
Adds diff-alert, duplicate-risk, and portfolio-radar golden outputs. Expands eval scenarios for intelligence lifecycle coverage. Updates omv-critic, omv-dedup, and omv-disclose contract references.
Adds omv request/config commands, expands args validation, improves setup --project mode, and includes logo assets. Updates README with full skill table and quick-start for request preflight.
…cycle Resolves conflicts by keeping both the commands/ refactor additions (repro, report) and the intelligence lifecycle additions (request, radar, disclose, submissions). Uses structured deductions scoring from main while preserving submission tracking from this branch.
