Base on @Tydus's fork.
But add 2 option(or fixes), then you can upload 720p mp4 to Telegram or upload 640x360 gif to forum.

Anyway, gif filesize is bigger than normal, cause it is using gifski :)
Gifski maximizes quality at cost of file size, so it is expected that the GIF files will be massive.
